Sydling St. Nicholas Parish Council
A meeting of the Parish Council was held in the village hall on Mon. Feb.4th at 7.30.All members present with the exception of Mrs P Davies. Apologies accepted for absence.There was one member of the public present.
The meeting presided with a democratic half hour. Mr. D. Barton gave a play area update. A very successful Moviola evening had been held showing the film Atonement . Awards for all application had not been successfull , but would be applied for again . Some remedial work had been undertaken on the play area. The flooding at East St. would be resolved by the high ways dept.
There were no declarations of interest. The minutes were read and confirmed .It was noted that the application re the Tithe Barn had been withdrawn.
Also from the minutes .The Chairman had asked many villagers for their views on X tree. No one wanted the tree taken down and everyone was pleased with the work that was being done .Mr Downe ..tree surgeon had undertaken considerable work and stated that the tree was safer than it had been previously. However a 9in eyelet being pulled out did not suggest that the tree was of the best quality . He advised an ultrasound test and a resistance test. Ron Martin .. W.D.D.C would be able to advise on this . There were cavities in the tree and until the results of the test was known Mr. Downe was unable to issue a certificate . It If the test was successful the tree could go on for 20-25years . Mr BryN Andrews was recommended by Mr Martin and Mr Blackmore would contact him regarding the testing.
R.O.W. Little Egret .. it was noted that the cars were now parked allowing access through. It was understood that a hard stand would be built
Financial Matters…The clerk produced the financial review document ,, this was examined thoroughly by each Parish Councillor.
The Assett P Register was also reviewed with various additions ie..X Tree..which the Parish Co,. insured., the strimmer, bins on the village green and at the ford the village spinney.
The Standing Orders were also reviewed by each member . It was proposed by Mr R Blackmore , seconded by Mr C Fowler the that the two named Parish Councillors should continue to sign chqs for the play area fund, namely Mrs L Percy and Mrs P Davies and that a limit of £250 per chq could be signed outside of the parish council meeting.in an emergency.
Cheques signed at the meeting were ..Mrs C Birch , cleaning the bus shelter, March 07.to March 08.£52 0 0 .. The Chalkstream…£80.0.0.donation ,Village Hall rent for meetings £8.0.0.Clerks salary and postages £550.0.0.Proposed by Mr.I.Tucker seconded by Mr.C. . Fowler carried unanimously.
A letter had been received from Mr. T Kennea re blockage at the rear of the high st.culvert.and also a phone call from Mrs Fudge . The Chairman would investigate,and the clerk would contact W.D.D.C

, the borehole at Black house Godmanstoneflooding possible.
. Clay Pigeon Lodge Warden Hill,,..erect extension ..no objections .housing report Magna, erect two storey extension no. 7 and 8 Marrs X..The Parish Council were unanimous in their objections to this application. This is a very prominent position in an area of oustanding natural beauty , at the enrance to the village of Sydling St. Nicholas and as such deserves a better d esign solution than the one proposed . These plans are not detailed . The new entrance to the north of the site is dangerous due to the close proximity of the busy road junction . The Parish Co. recommend refusal to W.D.D.C. East house ..minor alterations, no objections .D.A.P..T.C.training courses ,B.K.V. no action.
Play Area Matters …Clarification would be sought from W.D.D.C.re removal of dog faeces.
A.O.B. The hedge at the bottom of the Three Acres overhanging the footpath needed cutting . The clerk would write to Magna . The Chair,man would speak to James Fitzharris and Mr. N. Hopkin re the cleaning of the c ditches on the road up to the church,.
The Annual Meeting of the Parish Council would be held on May 12th. The local police would be invited to attend.
